The Sheridan County Commissioners met in regular session at 9 A.M. in the Commissioners Office, Courthouse. All members present. Paul stated that the meeting would be conducted in accordance with the provisions of the Nebraska Open Meeting Act a copy of which is available on the guest desk. Andersen made a motion to accept the agenda. Krotz seconded the motion. All voted aye. Krotz made a motion to approve the minutes of 10-9-2018. Andersen seconded the motion. All voted aye. The board audited and approved claims. Assessor Tina Skinner and Treasurer Peg Sones presented the board with 2 claims for a refund on property taxes. Dorothy Schroeder requested taxes back for three years on property that listed an improvement and should not have. Krotz made a motion to deny the claim. Andersen seconded the motion. With a roll call vote all voted aye. Sara Johnson requested a partial refund of her 2016 taxes. Krotz made a motion to deny the claim. Andersen seconded the motion. With a roll call vote all voted aye. The board reviewed a request from Debra D Michael requesting correction of acres, valuation and history on Parcel 810015439. No action taken by board. Assessor has made to corrections. Road Superintendent Tom Kuester presented the board three quotations for a new truck received through Sourcewell (previously NJPA, a joint purchasing organization). Kenworth T800 $101,968; Kenworth T880 $104,812; Peterbuilt $114,247. Kuester will review all research and will make a recommendation to the board on October 22. Jonathan and Trenda Nielson appeared to request more gravel along portions of 241st Trail. The board reviewed an agreement for Indigent Defense Services with Crites, Shaffer, Connealy, Watson, Patras & Watson P.C.L.L.O. The agreement states that the County agrees to pay the Law firm $37,000 for fiscal year 2018-2019 budget year. Andersen made a motion to approve the contract. Krotz seconded the motion. With a roll call vote all voted aye. The board reviewed the first Measurement & Verification Report ( M & V) from AMERESCO regarding cost savings attributed to energy upgrades to the courthouse and law enforcement center. Those upgrades were completed in 2017 which include a new HVAC system in the Jail Building, replacement of old lighting fixtures with LEDs in both buildings and window upgrades in the Courthouse. The energy cost savings attributed to those upgrades was $7,559. Paul made a motion to not renew the contract for continued M & V services. Krotz seconded the motion. With a roll call vote all voted aye. Extension Educator Jack Arterburn reported on recent and pending programs offered by the Extension Office. Adjourn: 11:20 A.M. Attest: Sindy L.
