Commissioners Minutes - Monday, May 21, 2018

The Sheridan County Commissioners met in regular session at 9 A.M. in the Commissioners Office, Courthouse.  All members present.  Paul stated that the meeting would be conducted in accordance with the provisions of the Nebraska Open Meeting Act a copy of which is available on the guest desk.

Krotz made a motion to accept the agenda.  Andersen seconded the motion.  All voted aye.  

Andersen made a motion to approve the minutes of 5-14-2018.  Krotz seconded the motion.  With a roll call vote all voted aye.

The board signed claim checks and audited and approved salary claims.

The board discussed the Blue Cross Blue Shield subgroup application. The number of hours employees must work per week to qualify for the benefits was discussed.  Along with whether there should be a waiting period before an employee is offered the insurance.  The elected and appointed officials voiced concern about the waiting period.   Krotz made a motion to approve the sub-group application with BC/BS with a qualifying threshold for employees of 32 30 (See minutes of 6-11-2018 for change) hours per week with no waiting period.  Paul seconded the motion.  With a roll call vote, Paul and Krotz voted in favor.  Andersen voted no, stating that he is opposed to going against Federal law. 

Road Superintendent Tom Kuester reported that crews are busy blading roads as weather permits.  

Bryan Venable of the Panhandle Area Development District (PADD) offered a presentation on services offered by the agency.  Among those services are grant writing, loan services and comprehensive plans.  PADD did not grant any loans in Sheridan County last year but did approve 2 in Sidney, 1 in Oshkosh and 1 in Lewellen.  Sheridan County is not a member of PADD at the present time.

The board considered budget preparation proposals from Gardner, Loutzenhiser and Ryan P.C and HLP Consulting (Pete Petersen).  Andersen made a motion to accept the proposal from HLP Consulting for budget year 2018-2019, for $2000 plus travel expenses.   Krotz seconded the motion.  With a roll call vote all voted aye.
