Commissioners Proceedings Statement - Monday, May 14, 2018

Acting as the Board of Equalization (BOE) the Commissioners approved a correction sheet presented by Assessor Tina Skinner. The correction removes from the personal property list of Malcom Nielsen Ranch Inc. a center pivot that is located in Cherry County. The Board discussed the Blue Cross/Blue Shield subgroup application offered by the Nebraska Association of County Officials (NACO) for county employees. Among the issues discussed was the number of hours employees must work per week to qualify for the benefit. The matter will be taken up again on May 21. The Commissioners approved two new members to the Tourism Board – Trish Loosvelt and David Perkins, and accepted the resignation of Mike Hazeldine. The Board approved the updated Local Emergency Operations Plan (LEOP) prepared for the County by Region 23 Emergency Management. The LEOP sets forth operational procedures to be followed by county government, fire departments and law enforcement agencies in the event of a large-scale emergency. The LEOP is a requirement for participation in the funding and support offered by Nebraska Emergency Management Agency (NEMA) and the Federal Emergency Management Agency (FEMA). Road Superintendent Tom Kuester reported that county crews are busy repairing damage caused to roads by heavy rains in the Spade Ranch area. He also reported that the sale of a surplus pickup and 3 trailers netted $6,880 for the county. CPA Jim Gardner met with the Commissioners to discuss budget preparation services his firm might provide to the county. Discussion of Gardner's proposal will continue on May 21. Randy BenBen, animal control officer for the United States Department of Agriculture, presented the proposed contract for services for the coming year. The contract cost will increase from $25,000 to $27,338. Donna Milburn of the New Christian Center and Leala Jimerson of the County Extension Service presented a proposed lease for the office space owned by the Center and occupied by the Extension Service. The new one-year lease will begin July 1 and will cost the county $750/month – utilities included. The next meeting of the Commissioners is scheduled for Monday, May 21.
