Commissioners Minutes - Monday, April 23, 2018

The Sheridan County Commissioners met in regular session at 9 A.M. in the Commissioners Office, Courthouse. All members present. Paul stated that the meeting would be conducted in accordance with the provisions of the Nebraska Open Meeting Act a copy of which is available on the guest desk. Andersen made a motion to accept the agenda. Krotz seconded the motion. All voted aye. Krotz made a motion to approve the minutes of 4-16-2018. Andersen seconded the motion. With a roll call vote all voted aye. The board signed claim checks and audited and approved salary claims. Clint Andersen, Katie Schwarting, Courtney Ostrander and Jean Andersen of AFLAC spoke to the board regarding a no-cost option being offered by the company to all county employees. Several different options were discussed and the board needed to choose the one they felt would benefit their employees the most. Krotz made a motion to choose the Accidental Death & Disbursement plan. Andersen seconded the motion. With a roll call vote all voted aye. Andersen informed the board that they will met with all employees and go over their current options and inform them about the new benefit. Currently the county has 18 employees participating in AFLAC using 29 products. Clerk of District Court Clerk, Carol Stouffer visited with the board about the projected cost of installing WI-FI in the District Courtroom. Stouffer was informed it would be a one-time fee of $870 to be connected thru the State site. Stouffer stated that she does have this money in her budget for the purchase. Road Superintendent Tom Kuester reported that his crews were busy grading roads in between snowstorms. Kuester introduced Tony Armer, an engineer with Mainelli Wagner & Associates, who may be retained to conduct the inspection of the county's two fracture-critical bridges. Kuester informed the board that he has visited with Building & Grounds Superintendent Dwaine Sones about the safety issues that were addressed last week. The board conducted the quarterly inspection of the jail and found it to be fine. Assessor Tina Skinner and Consultant Suzi Lore reported on the progress with the appraisal update. Several pages of the Reports and Opinions were reviewed. Lore will once again be available for informal hearings with residents, in hopes to explain some of the increases.
