Commissioners Minutes - Monday, May 8, 2017

The Sheridan County Board of Commissioners met in regular session at 9:17 A.M. in the Commissioners Office, Courthouse. All members present. Andersen stated that the meeting would be conducted in accordance with the provisions of the Nebraska Open Meeting Act a copy of which is available on the guest desk.

Krotz made a motion to accept the agenda. Paul seconded the motion. All voted aye.

Krotz made a motion to approve the minutes of 4-24-17 with corrections. Paul seconded the motion. With a roll call vote all voted aye.

The board will review the Blue Cross/Blue Shield subgroup application for county employees. Decision is set for next week.

Road Superintendent Tom Kuester met with the board. Tom Eichenberger was present to discuss the Mission Ranch Road. Eichenberger informed the board that on May 4, 2017 he counted 23 Heavy Semi Trucks traveling that road. He feels that the road is a good road but doesn't feel that the road will hold up very good with that kind of traffic.
Eichenberger also talked about an incident with a semi-truck getting stuck in the mud on Mission Ranch Road. Two county motor graders and two county pickups all came to help with the situation. However during a snow storm this past winter a couple needed to get to town for medicine and the road department was not able to come. Eichenberger stated that he took his tractor to help the people. Kuester explained that his department does what they can. If it is an emergency declared by the Sheriff Department they make every effort to help out.

Commissioner Krotz reported on a May 2 meeting of representatives from Region 23 Emergency Management, District 5 NDOR and regional law-enforcement regarding the closure of state highways during blizzard conditions.
 
Kuester presented the board with quotes for a motor grader from National Joint Powers Alliance (NJPA). This company is being used by several entities and does meet all the requirements of the bidding process. Krotz made a motion to purchase a 2017 CAT 140 M3 with all-wheel drive for $307,550. Paul seconded the motion. With a roll call vote all voted aye.
Kuester informed the board that the surplus equipment that was sold at auction last week brought in $9,081.
Kuester stated that NIRMA, the counties insurance agency, is planning on auditing the county shops later this week on Thursday.

Rudy Stanko presented the board with information he compiled about the County Attorney's Office. Stanko asked the board to review the information and the statutory requirements of the office. County Attorney Jamian Simmons was present and was not addressed by Stanko.

Building Superintendent, Dwaine Sones visited with the board about windows in the Courthouse. The board instructed Sones to use his best judgement.

Animal Control Officer, Randy Benben presented the new contract for services to the board. Paul made motion to approve the contract with the United States Department of Agriculture for not to exceed $26,741.63 from July 2, 2017 through June 30, 2018. Krotz seconded the motion. With a roll call vote all voted aye.

Jeanette Graber asked the board for approval of a new member for the Visitor Promotion Committee. Paul made a motion to approve Mike Hazeldine as the new member to the Visitor Promotion Committee. Krotz seconded the motion. With a roll call vote all voted aye.

The board visited with County Attorney Jamian Simmons about the absence of the County Assessor. Simmons stated that there are only two options for the removal of an elected official. A Recall Election or by Court Action. Simmons will review the statutes further and meet with the board next week before further action is taken.
 
Simmons also discussed with the board the need for digital electronic equipment for the District Court Room. The last two trials that she has had she has had to borrow equipment from the school. Simmons also plans to visit with the Sheriff about portable wands for security for the courtroom. The board will review this request as budget time.
